Western Cape launches SWIMS child-abuse reporting portal
The Western Cape Department of Social Development has introduced a secure external SWIMS portal for reporting suspected child abuse and neglect. Reports are automatically routed to the appropriate DSD office, preserved as read-only digital records, and acknowledged with a PDF copy and reference number.
Accountability focus: monitor whether referrals receive prompt responses, progress updates and completed investigations, and whether the portal measurably reduces delays.
Western Cape GovernmentEducator screening against the National Register for Sex Offenders remains slow
The Department of Basic Education reported that approximately 51,000 of about 500,000 educators had been screened against the National Register for Sex Offenders. The earlier September 2026 target was considered unachievable. The binding deadline for completing public-school educator screening is 31 March 2027.
Government also identified poor child-protection data integration, limited screening capacity, insufficient child-friendly hearing facilities and inadequate funding for school social workers.
